Abstract

Dusun Besar Area in the Region spatial Plan ((RTRW) Bengkulu town of I995 is an area of agricultural rice cultivation land which technical irrigated from Dendam Tak Sudah Lake. But, many of the use of space that does not comply with destining, such deviations land use fields into houses, shops and swallow nest in principle violate the spatial plan. This study aims to determine the spatial deviation actor, using a type of descriptive research and qualitative approach, this study involved all stakeholders in data collection. The study was conducted from october 2010 to June 20ll' The results showed that the actors in the deviation over the function of technical irrigated rice field: first, the actor is the owner directly and the buyers rice fields of the original owner (owners of capital) as an entrepreneur. Both actors are indirectly the local govemment. Actors are indirectly not perform its function well as a delay in setting regulatory policy on spatial planning and regional land protection sustainable food, lack of guidance and conhol by the competent agencies and law enforcement against the actor over the wetland functions. Deviations from the study Spatial use actor analysis (Case Study of Land Transfer Function Technical Irrigated fuce in the Dusun Besar of Bengkulu village area), it was concluded that {re actor in space utilization is the first deviation, namely direct actors wetland owners and buyers of initial wetland (owners of capital). second, actors are indirectly ie local government. The first research suggestions, so that there is guidance, assistance to farmers and owners of rice fields early socialization wetland rules to the buyer from the original owner for not mengalihfungsikan land' The second order spatial plans of local regulations and established a sustainable wetland protection immediately, building control and rigor of law to the parties that violate the rules.
