Abstract

Background on this research is the researcher’s interest will decrease the policy fuel prices. According to the government, the decline in fuel prices is expected to reduce the burden on the community, so that purchasing power can be maintained even can improve people’s welfare in line with declining inflation. Therefore, researchers were interested in doing research on the impact of declining prices of fuel oil to the poverty of woman. Formulation of the problem in this study what conditions are like woman who are classified as poor after the implementation of the policy of fuel prices increases of oil, which is also followed by a decline in fuel prices during the period 2005-2009, especially in Bengkulu City of District Malabro?. The purpose of this study is to capture and identify groups of poor woman in sub-district Malabero, knowing the publik opinion about the existence of district policy Malabero increase and decrease in fuel prices, see impact of fuel prices decrease policy group against woman Malabero poor in bengkulu city views of welfare socioeconomic communities feel the impact of this policy. This kind of research is a qualitative descriptive. Informan selection techniques using snowball sampling. Data collection techniques used are interviews, documentation and observation. From the results of research in the know that the number of poor families in sub-district woman is still relatively large malabero is as much as 25,94 % of all poor families as many as 347 families, or 14,06 % of the total of 640 families. Income of poor woman did not experience an increase due to cost of goods that tend to remain or even increase depsite oil price has been lowered. Their formal education did not increase due to aging and the cost, while the education of their children slightly increased because of the free education policy that proclaimed the city government and other assistance such as scholarship. Informal education of poor woman increased slightly because of the awareness and willingness of individuals to participate in skills training courses and seminars. Health of poor woman has not changed, it is seen from the low purchasing power of nutritious foods, especially as a result of low income. In addition, awareness and a lack of knowledge about how a healthy lifestyle. Regarding housing conditions, or settlement, only a few house are experiencing a change, it was only limited to minor renovations such as improving the condition of latrines, repair / replacement of zinc / roof of the house, and so on.
