Abstract

Policy, Plan, andProgram(PPP) of development that less or even do not considerthe environmental interest is upstreamoftheproblemsof environmental andnatural resources degradation. Environmental carryingcapacitydecline without anyassurance that it can berestored. Strategic Environmental Assessment(SEA) is mandated byActNo. 32 of 2009on the ProtectionandManagement of the Environment(UULH 2009). Itensures theintegration ofenvironmental interestin PPP of Development. Environmental carrying capacity becomeone ofthe contains of SEA. By using SEA, we can ensurethat PPP of development will not exceed environmental carrying capacity. The research problem is to determine the legal mechanism of SEA integration in PPP of development that consider environmental carrying capacity. The research method is normative legal research with conceptual and regulations approach. We conclude that legal mechanism of SEA integration and PPP of development which follow arrangement or evalution process of PPP of development. SEA integration and PPP of development must be done simultaneously into PPP of development preparation and decision making process. It is intendedthatthe PPP of developmentdecisionsbased onthe results ofthe SEAin accordancewith the environmental carrying capacity.
