Abstract

This research aims to discover whether the cattle supporting business that provincial government has given to the farmer were right or not as an empowerment program. The type of the research that held as the qualitative research with using the study case methode. The result found that the cattle supporting was one of the empowerment activities that give a chance for the disadvantaged for starting raising with Kelompok Tani Krida Utama as the main point for the processing of the program. The participation of the farmer on the system of the empowerment is keep increasing with the passing program, start from the non-participation up to the degree of citizen power. The activities of the empowerment through cattle supporting program create the farmer who have self-reliance and more proficient, which be able knowing their potential so that they will be able making some good plan in their own privacy life or even in group through the cattle support that they had received.
