Abstract

This research was aimed at examining the influence of several factors towards the successful implementation of Karya Jaya Terminal Operating Policy. Using the survey method on its 55 samples from the 66 selected populations based on the sampling procedure-table, this research also applied the disproportional stratified sampling. Using observation, questionnaire, examination – test as the technique-instruments, this research also applied both descriptive and inferential statistic, especially product- moment in analyzing correlation, simple and doubled regression. Supported by SPSS version 16 the percentage calculation showed that: Goal Ambiguity reached 70,3%, Administrative Authority reached 44,3%, Administrative resources reached 59,4%, Governmental and Societal Stakeholder Support reached 49,3% and the successful implementation of Karya Jaya Terminal Operating Policy reached 46,7%. Hypothesis analysis results shows that ; 1.) the correlation between Goal Ambiguity and the successful implementation of Karya Jaya Terminal Operating Policy amounted 0,232 and the influence amounted 5,4% ; 2.) The correlation between Administrative Authority and the successful implementation of Karya Jaya Terminal Operating Policy amounted 0,820 and the influence amounted 67,2% ; 3) there is a significant correlation between Administrative Resources and the successful implementation of Karya Jaya Terminal Operating Policy amounted 0,365 and the influence amounted 13,3% ;4) there is a significant correlation between Governmental and Societal Stakeholder Support and the successful implementation of Karya Jaya TerminalOperating Policy amounted 0,836 and the influence amounted 69,9%; 5.) In togethersuch factors have the significant correlation amounted 0,860 with the successful implementation of Karya Jaya Terminal Operating Policy. Based on the Interpretation table, there are two most dominant factors which relate with the successful implementation, they are : Administrative Authority and Governmental and Societal Stakeholder Support. The regression analysis on those two factors shows the significantinfluence toward the successful implementation of Karya Jaya Terminal Operating Policy amounted Y = 3,269 + 0,544X2 + 0,358 Y.
