Abstract

This research aimed to find out the appropriate an English syllabus to development economics student based on higher order thinking skills. This study was designed as a research and development method. According to Sugiyono, the steps are referred by R & D cycle to this research consist of: (1) indentification of problem, (2) collecting data, (3) designing a syllabus, (4) validating the syllabus, (5) revising the syllabus, (6) tryout the syllabus (7) final the syllabus. The instrument used a set of questionnaire items to collect the needs analysis and a set questions of interview to collect an add information about need analysis of the students. The populations of this study were students and English lecturer, the head of major development economics department and the head office of Bappeda Bengkulu Province. The technique sampling was total sampling which was 89 students, 1 English lecturer, 1 head of major development economics, 1 head office-2 of Bappeda Bengkulu Province. The results of the study were the first about the skill were very needed by students were reading and speaking. Second, the existence the syllabus that used by development economics department is general. Third, the appropriate syllabus for development economic students was higher order thinking skills syllabus because higher order thinking skills can helped students to develop their thinking quality also upgrade their skills and value by applying their knowledge. The conclusion of this study was the skills were needed by students were reading and speaking then the syllabus that used was general so needed to design the higher order thinking skills syllabus. Hopefully the next developer syllabus can continue this syllabus on the development of English materials. key words: syllabus, needs analysis, higher order thinking skills syllabus
