Abstract

Community organizing and development (PPM) is the organizing or development project of various community development activities whose main purpose is to improve the living standard or social welfare of the community. In making the program/project there are steps of social preparation, implementation to evaluation, but the process does not carry out the process as it should. So that affects the success of a program that the nature of empowerment to the community in environmental health issues, STBM program one of them.The purpose of this research is to know the result of the analysis of organizing and community development process in the field of environmental health of community based total sanitation program (STBM) in Sumber Jaya, Kampung Melayuof Bengkulu city. This research is a qualitative descriptive research, which take case study of Community Based Total Sanitation Program (STBM) in Sumber Jaya, Kampung Melayu, Bengkulu City. This research involves 13 informants selected purposively, representing Element of Bengkulu City Health Office, UPTD Puskesmas, Head of Village, RT/RW, Natural Leader or cadres STBM Dan Warga Sumber Jaya Village Following Program Activity. Data were collected through observation, interview, documentation and Triangulation/ composite. Research shows that the process of organizing and developing the community in the field of environmental health through a community-based total sanitation program (STBM) has been running quite well. but in a program of empowerment, sustainability requires an approach to the community in the initial process, such as social preparation. So that the community can participate so that the next stage can be implemented effectively and efficiently. This research uses a community development model of Social Planning, which is seen from the participation of the community when there is a program, and the role of outsiders in the strategy of change through rational action of experts, the role of society as the consumer or the recipient of the service.
