Abstract

Based on Public Service Innovation, one of the steps in the police in controlling traffic violations is to eradicate extortion and create a Promoter police by realizing Polri's excellent service to the community by launching an E-ticket, which in its implementation the E-Tilang Application has a positive impact. Therefore this topic is very important to be discussed with the aim of describing the Implementation of E-Tilang in eradicating Extortion in the Seluma Regional Police Station, the inhibiting factors for E-Tilang Implementation and the efforts of Seluma District Police in optimizing the implementation of E-Tilang in eradicating extortion and realizing 'Promoter' Police . This study uses empirical legal research methods, the data used are primary data, secondary data and tertiary data. The population in this study were those who played a role in the Implementation of E-Tilang in Eradicating Extortion for Creating Police "Promoter" in the Seluma District Legal Area while in this case all the Tilang Personnel Unit Then Seluma Regional Police, Tais District Court Judge, Prosecutor's Attorney Seluma Country, and All Traffic Offenders who were ticketed via E-Ticket and through Conventional tickets, data analysis used a qualitative descriptive method in which systematically described data into sentences based on statements obtained from the results of research in the field. Implementation of E-Tilang on Sat Then Seluma Regional Police in addition to providing excellent service to offenders can also eradicate extortion and can also be felt in the process of implementing E-Tilang more transparent, accountable, bureaucracy that is clean, efficient, effective and productive and saves time, and has also runs in accordance with the Supreme Court Regulation Number 12 of 2016 but is not optimal because the implementation of E-Tilang is less compared to Conventional Tilang, while the barriers to the implementation of E-Tilang in Seluma Regional Police can be divided into 5 (five) obstacles, namely obstacles from the Law, Obstacles from law enforcement, facilities and infrastructure, obstacles from the community and cultural barriers, and the efforts of the Seluma Regional Police in optimizing the application of E-Tilang in eradicating illegal payments to realize the Police 'Promoter' with programs in the short, medium and long term Keywords: Implementation of E-Tilang, Eradicating Extortion to create a Police "Promoter", Seluma Regional Police
