Abstract

Technological paradigm in the era of economic globalization on the world economy shows that initially on the basis of the available resources into a knowledge-based economy. Associated with one of the intellectual life of the nation's goals for a country like that is written in the opening of the Constitution in 1945, became one of the education development affairs mandatory for local governments that need to be evaluated on the successful implementation of its programs. One measure of success that focus to local governments based on their performance, but performance is a multidimensional construct that is influenced by many factors. This study aimed to examine the effects of evaluation systems and types of health services management performance of programs that provide operational efficiency program identify as program operational performance (program performance) and finance performance program (Financials) in the Department of education in the provinces of Bengkulu areas. Program performance is measured by estimates of savings, efficiency, effectiveness and relevance of the program, based on the perception of the respondents were selected and financial indicators are measured Dari budget document that the difference in this study is to document the planning and implementation of the budget group regional offices in cities and regions.This study is a survey conducted in all areas of work units and the City District Education Office in the province of Bengkulu. The data in this study are primary and secondary data. To obtain primary data used in devices questionnaire distributed to randomly selected respondents according to research methods, in this study questionnaires were returned and can be processed in a number of 112 sets. The secondary data from official budget, obtained from a list of questions relating to the budget office, filled out by relevant authorities, as well as other supporting documents. The primary data used for this type of performance measurement systems, maintenance management, and program performance. While secondary data used in financial performance. For the purposes of data analysis used path analysis, and previously tested for validity and reliability data. The results showed that: a) the type of performance measurement systems and care management has a positive relationship, b) program performance and financial performance has a negative relationship, and c) Simultaneously, the type of performance measurement systems and care management significantly affect the performance of programs and performance financial and district education offices in the province of Bengkulu city. Partly, what type of system performance measurement and management concerns have positive and significant impact on program performance. Types of performance measurement system has a negative and significant impact on financial performance management as a positive matter, but no significant impact on financial performance.
