Abstract

Reward and punishment are two methods in motivating someone to do better and increase achievement. In work world, these methods have been broadly known for so long. Even, they are also used in education. Reward means requital, present, appreciation, or incentive. In concept of management, reward is an instrument to increase employee’s motivation. This method associate one’s action and behavior with the feeling of happiness or joyment that makes one frequently does something better. In addition, reward is also able to encourage someone to get more achievement. The implementation of reward and punishment by government of Bengkulu Tengah regency was based on the UU Nomor 43 Tahun 1999 on amendment of UU Nomor 8 Tahun 1974 about personnel law, official regulation of Ministry of Domestic Affair Number 13 Year 2006 about guidelines of regional finance management, UU Nomor 20 Tahun 1994 about satyalencana karya satya, and official regulation Number 25 Year 2010 about civil servants’ discipline. It is a descriptive study which emphasizes on collecting data to describe the real situation in field. The study employed qualitative approach aimed to reveal facts that were analyzed and arranged to solve the problem. Sample of the study consists of; head of BKD and inspectorate of Bengkulu Tengah regency, 1 individual for each; secretary of BKD and Inspectorate of Bengkulu Tengah regency, 1 individual for each; head of sub-section of BKD and Inspectorate of Bengkulu Tengah, 1 individual for each; 5 staffs of BKD who represent each activity in BKD; and 6 staffs of Inspectorate of Bengkulu Tengah regency. Data of the study was collected trough interview and documentation. Findings of the study indicate that implementation of reward and punishment was based on the success of employees to complete their works, punctuality, ability to cooperate, loyalty and disciplinary. Based on this finding, it is suggested to leaders to fairly and wisely implement reward and punishment. In order to increase motivation of employees, a precise strategy in implementing reward and punishment is needed. The awarding of reward needs to be followed by giving punishment.
