Abstract
Placement of human resources in health sector is still not distributed evenly, even some health centers have no doctors, especially in suburb areas. The ratio of health workers to population is low. The objective of this research is to know the planning and the distribution system of health and the health facilities. Methods of this research is descriptive study with case study design. The population is echelon two and three as well as head of the clinic totaled 34 people. Sample obstaned were 9 people as consisted of officials of health department, regional employment board and head of community health centers in North Bengkulu. Results shows that the planning system of needs of health workers still calculated manually, and the health of manpower needs has not yet calculated by a particular Method. Distribution and recruitment of health workers on duty atau the clinic center near the capital, while the number of health fasilities would be sufficient in imprving access to health services to the community. Conclusion: The system of health planning needs have not adopted the method of calculation of health needs. Health personnel distribution system does not meet the type and number of health workers in each unit, and the health facilities is sufficient in order to get closer to the community health efforts.
