Abstract

The purposes of this study were to evaluate the RPJMD 2010–2015 in determining the key sector in South Bengkulu Regency comparing them with the results of the analysis of the determination of the leading sectors based on available data. Evaluating key sector in RPJMD is done by examining the vision, mission, priorities and strategies of regional development and policy direction, while determining key sector is conducted by applying Location Quotient Analysis, Growth Ratio Analysis Model, Shift-share Analysis and Overlay techniques as well as Klassen Analysis to view sector typology. The research found that hotel, restaurant and trade sector is key sector while at sub-sector level, wholesale and retail trade, livestock and fisheries sub – sector are key sectors. Based on Tipology Klassen analysis that South Bengkulu regency can be categorized as relatively under developed. At a sectoral typology, those sector and sub-sector is categorized as an advanced and fast growing sector. These results is quite different with examination results of RPJMD in which agriculture, trade, services, industrial and mining sectors are key sectors. Political, employments, and social reasons could be factors considered in determining key sector in South Bengkulu Regency, not just economic factors.
