Abstract

Finance management at the Local Income Department has gained information that tends to not transparent to the employees of the Local Income Department of Bengkulu Province. The Responsiveness administration at the Local Income Department did not show maximum result yet in first-rate service due to the limitation of the technology and human resources who have good competence. It caused the finance report and the information given to the society seemed slow. Besides, some policy made by the manager was not effective and efficient. For examples in giving a project to one of the employees related to a certain program sometimes without participating other employees who should also be at the same project. This research was aimed to find out the perception of good governance principles of finance management at the Local Income Department of Bengkulu Province. The type of this research was descriptive research. This research took samples of society perception as many as 15 people consisted of 5 employees of Finance Evaluation Department (Badan Pemeriksa Keuangan – BPK), 5 employees of Inspectorate, and 5 members of Local House of Representative (DPRD) of budgeting division which selected by using purposive sampling technique. And the samples taken from Local Income Department employees were as many as 20 people. The technique of analyzing the data was descriptive analysis which aimed to describe good governance principles seen from the application in running the finance management at the Local Income Department. This analysis simplified the data collection of measurement result so that those data turned into information. The research result showed that the employees and society perception toward Good Governance was as much as 3.47 which was in good category with the range of 3.41 to 4.24. On the other hand, the lowest employees and society perception was at participation indicator with the average score of 2.93 which was on moderate category with the range of 2.61 to 3.40.
