Abstract

Development of oil palm plantation business in the district Kaur very rapidly, but in fact the implementation of the licensing requirement is often not fulfilled in accordance with the provisions of Regulation of Number 26 of 2007 on Guidelines estate licensing. The purpose of this study was to determine the mechanism of licensing and licensing mechanisms within the constraints of the oil palm plantation business in the District kaur. This study is an empirical research paper, which describes the mechanism Licensing plantation business. The results showed that the licensing mechanism which Plantations after applying the Investment Company, then the Company filed a petition for permission dikeluarkanya location, if the area of Forest Plantations is an area of the plantation company must submit a written request for the release of the Ministry of Forestry Forest neighborhood after location permits obtained then the next submits a plantation business permit to the Regent by getting recommendations from the Department of Agriculture Plantation field (IUP, IUP-P, IUP-B), the next stage of leasehold Application, submitted to the District Party BPN, after HGU issued By BPN then the new company could manage or conduct business activities in Plantation. And obstacles in the licensing mechanism of oil palm plantations in the district Kaur is the difference between the interests of the Government, Employers and society, weak law enforcement, and the lack of seriousness of the Company in Plantation Management
