Abstract
The objective of this research is to to analyze the implementation of PP No. 53 in 2010 concerning to employee’s discipline, the causes and the disciplinary action taken by the Dinas Pertanian Provinsi Bengkulu both disciplines obligations, restrictions and the discipline’s punishment. The type of this research is descriptive qualitative approach that takes a sample of 50% of each section in Agriculture Department of Bengkulu province. Proportional Cluster Sampling is used as the method of sampling, where the number of respondents totaled as many as 9 leaderships of 62 employees. From these respondents will be analyzed their perception about variables of obligations, prohibitions and discipline’s punishment of the civil servant according to implementation of PP No. 53 in 2010 in the Dinas Pertanian Provinsi Bengkulu by using interviews and questionnaires. Based on the results from leaders and staff, showed that the application of PP 53 of 2010 has not been optimally implemented in Dinas Pertanian Provinsi Bengkulu. It can be seen from the three aspects of the research indicators, such as: (a) in terms of the obligation of civil servants (PNS) showed that most of the employees have a duty as civil servants even though there are still some of that have not been fully implement its obligations as a civil servant; (b) in terms of the ban on civil servants (PNS) showed that the persistence of the employee who commits an offense that is not supposed to do as a civil servant both inside and outside the work environment, and (c) in terms of disciplinary punishment of civil servant (PNS) showed that there are many civil servants in the Dinas Pertanian Provinsi Bengkulu who do not know the types of disciplinary action as stated in PP 53 of 2010 that the application of disciplinary sanctions can be applied to civil servants. So it is necessary to address socialization efforts by providing guidance and explanations as well as provide an understanding of the application of PP 53 of 2010 as well as the implementation of the Internal Control System (SPI) at least 3 (three) months to avoid a repeat offense by the civil servants
