Abstract
Implementation of decentralization has brought major changes in terms of the regional authority, as well as trigger the spread of corruption, collusion and nepotism, as his chance to be more open to the authorities at all levels in the autonomous regions. Therefore, when this is necessary to fundamentally reform the system of regional autonomy, and more importantly, the reform of the mentality of (ethical and morality) local government officials. Ethics and good morals, and a shame to do deviate should be the cornerstone behave and act in governing and providing public services (concept uber ich). With consistent use of ethics and morality and a sense of shame as a standard of behavior based on consideration of right and wrong and good-bad, then good governance in the implementation of regional autonomy can be achieved, and ultimately the people of the region will prosper, as autonomous goal.
