MANAJEMEN ZAKAT BERBASIS PEMBERDAYAAN MASYARAKAT DALAM PENGENTASAN KEMISKINAN

This study aimed to describe the planning, organizing, mobilizing and controlling of
zakat based on community empowerment in poverty alleviation. This study was
viewed from the perspective of maqashidshari'ahto change mustahiq into muzakki, at
least to become munfiq. This research applied a qualitative method with a
phenomenological approach. The data were taken from the management of the
National Amil Zakat Board of Bengkulu Province by using observation, interview and
documentation methods. The results of this study stated that the zakat planning
process of BAZNAS of Bengkulu Province in poverty alleviation was guided by the
Central BAZNASprogram and the vision and mission of BAZNAS of Bengkulu
Province, in addition it was determined that 80% of the zakat collected each month
shall be distributed to mustahiq. The organization experienced constraints on human
resources both in quantity and quality. The implementation of the empowerment
program was based on the proposals submitted by mustahiq. Furthermore, in the
programs of religious Bengkulu, intelligent Bengkulu, healthy Bengkulu, and
prosperous Bengkulu was performed by using partial and structural. The supervision
was carried out directly and indirectly by the Internal Audit Unit. Some findings need
to be considered, such as amil competency improvement, mustahiq database,
mapping of mustahiq potential, muzakki database, local government support,
cooperation with third parties for mentoring and fostering of mustahiq.
