Abstract

The purpose of this research is to analysis the factor that effect the displacing function of agricultural land to rice corp of oil plam plantation and rabber as well as to analysis the effect of conversion of agricultural land to rice corp of oil plam plantation an rubber on rice production and Seluma food availability in the district. The analysis metod used the quantitative analysis (Cobb-Douglas analysis)is production function model with OLS (Ordinary Leas Sequare). Results of this study showed that the cost of production has a positive effect to the displacing function, extensive irrigation facilities, farm prices of rice, and the amount of labor has a negative effect to the displacing function, while the amount of income and the price of rice also has a positive effect to the displacing function but not significant to the hypothesis, conversion of paddy land has a negative effect on total production of rice and significant to the hypothesis, at the 95% confidence level. Fron interviews to the 20 respondents because of the factor know to cause the effect of displacing function is divided in three (3) aspect : economict aspect (58,4%), environmental aspect (22,2%), and technical aspect (19,%). The displacing function rice field of agriculturalin to the regency of oil plam plantation and rubbet will be effect the availability of rice in the Seluma. In is happening the decline wetland rice production will decrease. while population growth is increasing, because the amount of production is less and the amount of consumption of rice will be increase, so the stoct of rice will be decline.
