Abstract

The focus of research in this study relates to the implementing organization policies Integrated City Independent, Independent interpretation of Integrated Urban Policy, Implementing Integrated Urban policy Independent (KTM) in the institutional development of farmer groups. This study aims to identify and describe the implementation of Integrated Urban policy Independent (KTM) in the institutional development of farmer groups through Integrated Crop Management Field School, particularly in the farming hamlet 01 group mojosari Belitang KTM Region East OKU regency in South Sumatra. The method used in this study is a qualitative research method with a descriptive qualitative data analysis techniques. Aspects of the research in this study include implementing organizational policies Integrated City independent, Independent Integrated City policy interpretation and implementation of Integrated Urban Self. Data collection techniques used in this study were in-depth interviews, literature and observation targeting research taken by using purposive sampling (sample intended) the sample is taken which is considered to represent a good research target was from the government and the people, especially farmers' groups in the village 01 Mojosari. The survey results revealed that the structure of the Integrated Urban independent implementers (KTM) Belitang have formed working groups at the district level with the decision by the Regent of East OKU No.. 18/KPTS/III/2007 Committee Working Group on the Establishment of an Integrated City Independent Executor (KTM). Field personnel must attend training organized by the Provincial Government of South Ssumatera. Implementing this policy is guided by the Ministry of Manpower and Transmigration No. KEP.214/MEN/2007 applied while the implementation of Integrated Crop Management Field School (SL-PTT) based on the decision of the Director General of Food Crops No. 6/HK.310/C/1/2013 SL-PTT About Technical Implementation Guidelines. But in practice the institutional development of the field is not maximized, this can be seen by not applying learning system has been applied in the implementation of technical guidelines SL-PTT. Farmer groups do not yet have a clear RUK. The work program is not fully implemented, and the implementation has not been run in accordance with the provisions of the 10 meetings for 1 (one) period of the growing season.
