Abstract

The economic growth measured by Gross Domestic Product (GDP) should be balanced by human development measured by Human Development Index (HDI) or in Indonesian what is called as Index Pembangunan Manusia (IPM). Indonesia has been left far behind among ASEAN countries; it is just on a par with Cambodia and Laos. A factor that becomes an obstacle to be a better country is the problem of low-income community. There are many unplanned matters in the process of forming a family, such as number of children and pregnancy spacing. Such cases are frequently found in poor families scattered across provinces and regencies in Indonesia. Musi Rawas regency, as a part of South Sumatra province, is endeavoring to develop all aspects of life, including on the aspect of population trough family planning program, primarily for poor families (pre-prosperous and prosperous 1). The objective of study is both to analyze effectiveness of family planning program on poor family and to identify its impacts on poor families. The method of the study is descriptive which investigates data of years 2010 and 2011. Afterward, it investigates data of prosperous families (KS), by investigating stages of prosperity on data of years 2010 and 2011. Findings of the study indicate that family planning program is successful and bears positive impact on low-income (pre-prosperous and prosperous 1) community’s prosperity indicated by positive changing of stages on prosperous family.
