Abstract
The objective of this research is to find out the level of regional autonomy and the classification of regional financial capability of the regency/ city in the province of Bengkulu. This research is a descriptive quantitative research, which means a research intended to investigate and describe the occurring phenomena through statistical computations. The data used were secondary data in the form of the record of Regional Revenue and Regency/ City Balancing Fund in Bengkulu Province taken from www.djpk.go.id. Data analysis method applied in this research was autonomy analysis and klassen typology. Based on data analysis result, it is found that: (1) the autonomy level of the regencies/ cities in Bengkulu Province is mainly in the low category, since it is in 25% - 50 % interval scale. Bengkulu City is the only one that has average ratio of autonomy reaching 59.30, which means Bengkulu City has intermediate financial capability. Central Bengkulu, on the other hand, has a very low financial autonomy; (2) Regencies/ Cities in Bengkulu Province are classified into 3 (three) classes, which are rapidly developing area, rapidly developing and growing area, and relatively disadvantaged area. North Bengkulu is the regency classified in „rapidly developing area‟. The regencies classified as rapidly developing and growing areas are Kepahiang Regency, Lebong Regency, Rejang Lebong Regency, Seluma Regency, and Bengkulu City. Meanwhile, Central Bengkulu Regency, Mukomuko Regency, South Bengkulu Regency, and Kaur Regency are classified as relatively disadvantaged areas; and (3) the pattern of the relationship between the regional government of Regencies/ cities in Bengkulu Province and the central government is mainly consultative. Bengkulu City is the only one that has participative relationship pattern. Central Bengkulu, on the other hand, has only instructive relationship pattern.
