Abstract

Utilization of fish resources that do not comply with the statutory provisions in force in the Republic of Indonesia in this Presidential Decree No. 39 of 1980 on the Elimination of Trawl Nets and Law No. 45 of 2009 on Fisheries . Trawl nets usage in addition to damaging the surrounding waters become a source of forage fish because ekosistemnye damaged will also cause social tension that occurs between the traditional fishermen with a more modern fishermen that can cause horizontal conflicts . Water is one of the police officers in charge of law enforcement to enforce the law with legislation menjalanankan no responsibility in implementing law enforcement , protecting , nurturing community Bengkulu waters by Pre - emptive , preventive and repressive diwalayah waters that fishermen still use trawl nets . The purpose of the study was to determine the extent to which the role is performed by the Police Directorate in Bengkulu waters to minimize the occurrence of criminal use of trawl nets in the region Bengkulu waters and obstacles faced in tackling crime fisheries that use trawl nets . The method used is the method of empirical research , engineering sample determination method by pursosive / judmental sampling . Results of research into the role of Bengkulu Police Water Police Directorate to minimize the use of trawl nets is still done by the fishermen despite Police Directorate of Water has sought to minimize the use of trawl nets with pre - emptive action and pre - ventif form of legal counseling , guidance to the fishing community , the detection early , routine patrols , vessel inspection , combined with elements of maritime law enforcement . There are several obstacles in tackling crime fishery using trawl nets that natural factors , facilities and infrastructure in the form of inadequate vessel , the less law-abiding society and still the game between employers boats / fishing with both law enforcement officers police officers , unscrupulous Office Marine and Fisheries as well as the Navy officers .
