Abstract
Government’s rules (Perda) no.7 the year of 2009 of Mukomuko Regency had been applied and administered. This study was a descriptive qualitative study in form of systematic study by the purpose of getting and investigating the information on organization aspect and working procedures on the One Door Compact Services office (KPTSP) in Mukomuko Regency. This study used an interview technique, questionnaire and documentation as the data collection instrument. Data used in this study was a primary data, which was gained from 16 respondents through questionnaire distribution invarious sections which were included in the one door compact services office (KPTSP) in Mukomuko Regency. Questionnaire was distributed to the respondents which wereclassified into 2 categories, through the perception of 4 heads element and 12 staffs element. Interview technique used as an additional depth of study object was done to heads element and 5 citizens who got the services. Likert scale was applied as a questionnaire guidance which was limited to 5 orders of answers from very good to not very good. From the correlation between the results of interview and data analysis it was found that the implementation of local government’s rules (PERDA) no.7 the year 0f 2009, on the organization aspect and aspect of working procedures in general had a good value. But on the specific sub‐ statement a low value was found especially on the sub‐statement on coordination administrationby the score of 2,20 (not good) and the application of Procedures Operating Standard (SOP) by the score of 2,58 (not good) Therefore a correction and optimization have to be done in the sub‐indicators which have a low score. Suggestions given were as follows; (1) It is necessary to make a periodical program on the need of coordination, (2) It is necessary for PTSP to make a procedures operating standard as a guidance to backup the tasks administering and as a base for evaluating the services performance; (3) It is necessary to improve the HRD services through a training on the public services and do a training for the available staff to improve their knowledge in accordance to their skill and assignment including the understanding on the support of information technology and telecommunication
